General Arena Rules:

1. No alcoholic beverages allowed inside the arena.

2. No spitting on the field

3. Every player must have an IISA pass card in order to play in any league game.

Equipment:

=======================================================
4. NO OUTDOOR CLEATS worn on turf- indoor shoes, tennis shoes, and soft studded turf shoes only.

5. There must be one dark team and one light team on the field.  Please bring one shirt of each to each game.  Goalkeepers must wear colors different from both teams.

6. Shin guards are HIGHLY RECOMMENDED

7. Players wearing casts must wrap them in a way that is approved by the referee or management.  Bubble wrap is a recommended way.  By playing with a cast or injury, the IISA
does not accept responsibility for any aggravation to the injury.

8. Players may not wear jewelry that is dangerous to other players.

9. Women who are pregnant are not permitted to play.

10. A player who is bleeding or has blood on his/her clothes, must come off the field and cannot reenter until the blood is washed off and the wound is covered.

TIME, Number of Players, Kickoffs:

11. Adult games play with 20-minute halves.

12. Youth games play with 16-minute halves or more, depending on the number of teams in the league. 

13. Players must be at least 15-years-old to play in the adult league.

14. Halftime- whistle will blow after 1:30.  The clock for the 2nd half will start 1:00 later.

15. The referee can adjust halftimes, in between game times, and game times depending on situations- late teams, serious injuries, etc.

16. The IISA plays 6v6- 5 plus a goalie on each team, at maximum.

17. Teams must begin the game with four players that are registered with the team and be listed on the roster.  They can “borrow” players from other teams as long as those players have an IISA pass card. 

18. A forfeit is called if the team does not have four of their players at the beginning of the game.  The team has up to five minutes after its scheduled time to field a team.  If a game starts late, it will be shortened so that the next game will start on schedule.

19. A forfeited game will be marked as 3-0 against the forfeiting team.

20. In Co-ed games, there cannot be more than three males on the field and must have at least one female.  

21. The referee will choose which team kicks-off.  On a kick-off, the ball can go in any direction.

22. The referee will blow his/her whistle for every kickoff.

23. On a kick-off, all players must be on their own side before the ball is touched.  The player touching the ball from the kick-off cannot touch it again until another PERSON touches the ball.

Out of Bounds, Restarts, Special Rules:
=======================================================
24. Goalies cannot pick up the ball if his/her team passes back to them from the waist down on an intentional pass. 
-This results in an indirect kick from the point of the infraction.

25. All other infractions are direct kicks.

26. Goalies cannot dribble the ball from the outside of the box to the inside his/her box and pick it up, even if he/she received the ball from the other team
-This results in a direct kick for the other team from the spot between the halfway line and the top of the box.

27. Ball is out of play when it hits the ceiling.
-Ball is then placed at the circle in between midfield and the goal box on the side that the ball was kicked from for a direct kick.

28. If the ball hits the ceiling off the kickoff, it goes to the other team at the midfield spot.

29. Ball is out of play when it goes over the east wall
-Ball is then placed within one yard of the ball and kicked in for a direct kick.

30. The player bringing the ball in play cannot touch it again until another PERSON touches the ball. 
-If the player touches it twice, the other team receives the ball from where the player touched it the second time.

31. A player has 5 seconds to restart play from an infraction.  The referee decides when the 5 seconds will start by either signaling with his/her arm or whistle.  If a team takes longer than 5 seconds, the ball goes to the other team.

32. If the game stops due to injury, the ball goes to the team that had possession as play was stopped.  If no team had possession, it will be a drop ball.  The ball must touch the floor first, before a player touches it, on a drop ball.

33. No Slide tackles or "going to ground"
-This results in a direct kick from the point of the infraction.  If in the box, it is a penalty kick

34. Goalkeepers cannot slide feet first.  He/she must come out body or hands first.  If a feet first slide is called inside the penalty area, it results in a penalty kick.

35. There is no offside rule in effect.

36. There is no “Red Line” or “Three Line” rule in effect.

37. In Co-ed games, goals scored by females are worth two goals.

37a. In Co-ed Recreational games, if a player scores three goals in one game, he/she cannot score anymore goals the rest of the game.
-If he/she scores a goal after already scoring three, a free kick is awarded to the other team at the spot in between the goal and the midfield line.
**This rule will NOT be in effect during semifinal or final matches.

38. In tournament games- there must be a winner.  If the game is tied at the end of regulation, there are two five-minute overtime periods, golden goal. 
If the game is still tied, a penalty kick shootout occurs.  Each team shoots five shots.  The team with the most goals wins. 
If it is tied after each team shoots five shots, both teams will shoot one at a time.  If Team A scores a goal and the Team B misses, Team A is the winner- and vice versa.

39. In Co-ed games, if in a tournament game that goes to penalty shoot-out, the kickers must alternate female, male.  Either male or female can be first in the shoot-out.

Substitutions:
=======================================================
40. Subs are made on the fly.  The game does not need to stop.

41. The sub cannot come on the field until the player coming off is within 3 yards of the wall and not interfering in the play.  The player coming in cannot touch the ball until the player coming off is no longer on the field.

42. The player coming on the field must come on within 3 yards of the player coming off.  They cannot come on at the opposite end of the field. 
**A blue card is issued to a team making an illegal substitution. The other team will receive the ball in its offensive half on the spot between the box and midfield.

43. Teams must be notified of goalkeeper changes.  Teams can change goalies on the fly or at a dead ball.  If at a dead ball, the team can ask the referee to hold the game up until the change is made.

Penalties:

=======================================================
44. Blue Cards will result in a two-minute penalty. 
The team receiving the penalty will play one player down for the duration of the penalty or until the other team scores a goal. 
The player receiving the card must sit out the full two minutes, even if the other team scores.
If the penalized team does not have another player to go back to full strength, they must play short until the two minutes is up.

45. Yellow Cards will result in a three-minute penalty. 
The team receiving the penalty will play one player down for the duration of the penalty or until the other team scores a goal.
The player receiving the card must sit out the full three minutes, even if the other team scores. 
If the penalized team does not have another player to go back to full strength, they must play short until the three minutes is up.

46. If two players from the same team receive cards during one penalty period and the other team scores, only one player from the penalized team can come on.  If the other team scores again, the penalized team can then go to full strength.

47. If the goalie receives a blue or yellow card, it is up to the referee if he/she comes out or if another player can go off for the penalty.

48. Red Cards will result in a five-minute penalty. 
The team receiving the penalty will play one player down for the entire five minutes, whether the other team scores or not. 
The player receiving the Red Card will not be allowed to play for the rest of the game or the next game scheduled and possibly more, depending on the severity of the incident. 

49. A player receiving a Red Card must pay a $10 reinstatement fee in order to continue playing.

50. A player receiving a Red Card is suspended for AT LEAST seven days from league play.  If a player receives a Red Card in the last game of the season, he/she is suspended for the first week (or more) of the next season in which he/she plays.

51. A player receiving four Yellow Cards in one season must sit out his/her next game AND pay a $10 reinstatement fee.  If that player receives two more Yellow Cards, he/she must sit out another game and pay another $10 reinstatement fee.  If that player received two more Yellow Cards, he/she must sit out another game and pay another $10 reinstatement fee.

52. Two Blue Cards in one game equals one Yellow Card.  Two Yellow Cards in one game equals one Red Card. Three Blue Cards equals one Red Card.

BLUE AND YELLOW CARDS - including but not limited to:
=======================================================

  1. Boarding- Pushing, hard tackles, etc. that forces a player into the wall.  Incidental boarding will result in a blue card.  Intentional boarding will result in a yellow card and possibly a red card.  It is up to the referee to decide what is intentional and what is incidental.
  2. Persistent infringement- persistently breaking the rules of the game.
  3. Embellishment- attempting to deceive the referee into calling a foul (diving).
  4. Dissent- over-arguing the referee’s decision(s)
  5. Taunting- players, referees, fans, IISA employees, etc.
  6. Encouraging rough play- by action or words
  7. Kicking the goalkeeper while they have possession of the ball.
  8. Delaying the game- not giving the three-yard space to the team when they are attempting to restart the game from a free kick.
  9. Rough fouls- as per the referee’s decision
  10. Fan Behavior- a team will be punished if fans/coaches are unruly.

RED CARDS, including suspensions:
=======================================================

  1. Referee abuse- Verbal or Physical- swearing at, threatening, or intimidating the referee.  ANYONE who is violent toward a referee will face a lifetime ban from the arena.
  2. Receiving two yellow cards in one game- suspension for at least one game and possibly more, depending on the severity of the cards.
  3. Violent fouls- suspension for at least one game and possibly more, depending on the severity of the cards.
  4. Spitting at an opponent- season long suspension.
  5. Foul or abusive language used in a confrontational manner, especially toward the referee- suspension for at least one game and possibly more, depending on the severity of the cards..
  6. Striking an opponent- striking at the opponent without playing the ball: elbows, head butts, swipes with the feet, etc.- suspension for at least one game and possibly more, depending on the severity of the cards.
  7. Fighting.
    -Players who fight will be suspended from the IISA for a period of up to one year AND pay a $100 fine to be reinstated.
    -Players and/or teams who persistently cause or are involved in fights can be permanently suspended from any events at the arena
  8. Bench Clearing Fights.
  9. Players who leave the bench area to join fights will be issued red cards.
    -The game will be immediately stopped and the team that had a player leave the bench will forfeit that game.
    -If both teams have players who leave the bench, both will be issued forfeits.

Other Rules:

53. In YOUTH games- if a team is up by more than five goals, goals from inside the penalty area will not be allowed. 
-If a team is up by 5 and scores inside the area, it results in a free kick for the opposing team.
